Mike McCulloch's theory loosely explained is that the EM Drive emits Unruh Radiation.[1][2][3] See also: http://physicsfromtheedge.blogspot.co.uk/

Explanation

The assumption is that the inertial mass of the photons in the cavity is due to Unruh radiation (MiHsC) which is damped more by the cavity at the narrow end. A photon going towards the wide end then gains mass, & to conserve momentum in our reference frame, its frame, the cavity, must move towards the narrow end. The predicted thrust is, approximately:

F = PQl/c * (1/w_big - 1/w_small)

where P is input power (W), Q is the Q factor, l is the cavity length (m), c is the speed of light, w_big and w_small are the widths of the wide and small ends.

Status

The prediction agrees reasonably well with the data.

Evidence

The derivation & comparisons with the data are given in this paper: Can the Emdrive Be Explained by Quantised Inertia?
